After an investigation by the Department of Justice and Office of the Special Counsel, it was concluded Rollins participated in multiple ethical and illegal activities which included, but were not limited to, assisting Arroyo to smear his opponent Kevin Hayden in their contest for Suffolk County District Attorney.
